As VHA works to strengthen internal supervisory capacity, it identified a need to transition from a generalist development course to one tailored for front-line clinical managers. The legacy Virtual Aspiring Supervisors Program (VASP) had served all VA administrations. However, VHA needed a specialized solution focused on the operational realities of supervising health care teams.

Developing and delivering this program at scale required more than updated curriculum. VHA needed a fully integrated technology platform that could support enrollment, course content, user interaction and performance monitoring for hundreds of students each year — while keeping delivery costs and administrative burden low.

Artemis supports VHA in redesigning and deploying the Supervisor Ready program by developing a digital training environment, tailored curriculum and real-time data monitoring tools to track learner progress.

Custom curriculum aligned with federal frameworks

Artemis collaborates with VHA to align course content with the Office of Personnel Management’s (OPM) leadership competency model and VA’s internal supervisor expectations. The result is a 12-week course featuring weekly modules tied directly to technical credibility, accountability, political savvy, resilience and other operational leadership skills. Artemis developed 12 instructor-led lessons, accompanying slide decks, updated guidebooks and supplemental materials rooted in real-world VHA experiences.

Technology-enabled instruction and learner engagement

Artemis uses a custom centralized digital portal where students access coursework, attend virtual sessions and participate in peer discussions. Faculty track attendance, performance and participation in real time, while students receive weekly updates, resources and access to faculty mentorship. The portal also hosts self-assessments and feedback tools that help VHA evaluate the effectiveness of course content and delivery.

Operational efficiency through automation

Automating all aspects of course administration helps VHA reduce the administrative load associated with course delivery. Artemis structured workflows and reporting functions that allow VHA to monitor student data and support continuous improvement without expanding staff.

Supervisor Ready graduated over 1,700 emerging leaders in its first four years

With Artemis’s support, VHA launched and scaled Supervisor Ready quickly and efficiently. In the first four years:

  • 1,800 students enrolled across nine classes
  • More than 90% of participants completed the program
  • 97% reported satisfaction with the real-life applicability of course content
  • 99% said the faculty and platform support met their needs

Students report measurable gains in knowledge across key federal leadership competencies. The program also gives employees insights into their future career preferences — helping some pursue leadership paths and others identify their value as individual contributors.
